If you are interested in SWITRS collision rankings of cities or counties without investigating the actual datasets, the California Office of Traffic safety has an excellent resource at:
http://ots.ca.gov/Media_and_Research/Rankings/default.asp. The site allows you to choose a county or city and see collision rankings by total count, vehicle miles traveled, or by average population.
